As Chief of Internal Affairs, it is my job to investigate banning of players due to friendly fire. Think of this situation. WATUPDOGFIGHT: Hey Ernst
ERNST UDET: Hey want to have a tank party? Shoot me down please.
WATUPDOGFIGHT: Ok sounds delightful.

THAT is why we need to be able to forgive or punish team kills. If we WANT someone to shoot us down, then, when they shoot us down, we should have a little box popup that says "You were hit by friendly fire. PUNISH, OR FORGIVE?".
